Your monthly billing invoice will display charges for water and sewer services if applicable. Payment is due upon receipt of your invoice. A delinquent charge will be assessed if payment is not received by the due date shown on your billing invoice.
Online Payment System Available
Make paying your monthly bill easy and seamless by setting up automatic payment. Simply register for online bill pay by clicking on the link below.

You will need your account number to register online or make a one-time payment. If you do not have that readily available, please feel free to call customer service at (760) 728-1178 to obtain the information needed.
To make a payment without having to register as a new user in the system, click on the SIGN IN HERE link (above), click the QUICK PAY button at the bottom of the screen (as pictured to the right), then enter your account number, amount and payment option.
If you elect to participate in the recurring autopay program online, you will need to build your profile page and then set up autopay. The amount of your water bill will be automatically deducted from your checking, savings, or credit card account five days prior to the due date of the bill.
The monthly water bills are sent to our customers in one of three billing cycles each month. The due dates for Cycle 1,2, and 3 are the 7th, 14th, and 21st of each month respectively. Therefore, the dates of the recurring payment will fall on the 2nd, 9th, and 16th of each month to avoid late charges.
Mail Your Payment
Mail your payment to us in the envelope provided or come to the District offices at 3707 Old Highway 395, Fallbrook, CA 92028 during regular business hours from 8 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.
A payment drop box is located outside near the front gate entrance of Rainbow MWD that can be accessed 24 hours a day. Remember to place your payment with stub in an envelope clearly labeled with your name and account number. Please do not enclose cash.
Your payment can be automatically withdrawn from your bank account by participating in the Direct Payment Program. This free service makes it easier to pay your water or sewer bills, eliminates the possibility of late payments and concerns when you take a vacation. Allow 4-6 weeks for this option to be set up and take effect.
