Rainbow Municipal Water District Names New General Manager

FALLBROOK, CA -- The Board of Directors of Rainbow Municipal Water District (RMWD) has named Jake Wiley as the next General Manager. Mr. Wiley will begin his new position following the retirement of the current RMWD general manager, Tom Kennedy, who will depart on October 4, after serving over nine years at the helm of the District.

As General Manager, Wiley will serve as the top executive leader of the District, with accountability for all District activities related to the delivery of reliable, high-quality water distribution and wastewater collection services to our ratepayers in a fiscally sustainable manner.

“We are excited to welcome Jake as our new General Manager,” said Tom Kennedy. “He is well connected and respected within the region and the state. The breadth of talent we attracted as applicants for the General Manager position is a testament to our Board and team members’ efforts to make Rainbow MWD a standout agency.”

Mr. Wiley brings operational and technical expertise with over 20 years of experience in the water industry. He has called North County home for the past 17 years, and for the past seven years, he has resided in Bonsall with his family. He brings a wealth of water industry knowledge to the District and has first-hand knowledge of the community as a District ratepayer.

“It is a tremendous benefit to our District to bring on board a general manager who is a member of our community and is familiar with the area,” said Hayden Hamilton, RMWD Board President. “As a Rainbow MWD ratepayer, Mr. Wiley understands the impact that every decision he makes will have on our customers.”

Mr. Wiley currently serves as the Assistant General Manager – Engineering & Operations at Rancho California Water District in Temecula. He joined Rancho Water in 2011 and served various roles in the Engineering department, including Engineering Manager. Before joining Rancho Water, he worked as a Water Resources Associate for over ten years for RBF Consulting.

Mr. Wiley holds a Bachelor of Science in Civil Engineering from California State Polytechnic University, Pomona. He is a California-licensed Professional Engineer and earned certifications from the California State Water Resources Control Board for Treatment and Distribution Operators.

Mr. Wiley will begin serving as Rainbow’s General Manager on September 25, 2023.

The Rainbow Municipal Water District is a Special District established in 1953, organized under Section 71000 of the California Water Code. RMWD provides water and sanitation services to the unincorporated San Diego County communities of Rainbow, Bonsall, and portions of Vista, Oceanside and Fallbrook. The District maintains over 320 miles of water main, seven pump stations, four reservoirs, and 13 storage tanks to deliver safe and reliable water to its customers.
