Robert Gutierrez, Chief Operations Officer

Mr. Gutierrez is the Operations Manager/Chief Operations Officer for Rainbow Municipal Water District (RMWD). He is responsible for overseeing Maintenance & Construction, Meter Services, Operations, Fleet Services and Waste Water throughout the district.

Mr. Gutierrez is a graduate of Ashford University where he received his Master’s in Public Administration. He also holds a California State Water Resources Control Board D-5 and T-2 certificates.

He has over 27 years’ experience in the water industry. Starting as maintenance worker then transitioning to a utility worker before becoming an operations supervisor. While as an operations supervisor he was also tasked with supervising a direct filtration plant. Most recently as an Operations Manager for the City of Oceanside. While as the Operations Manager he was responsible for managing a groundwater plant, surface water plant, maintenance & construction crew, operations, SCADA/Electricians.

Before entering the water, industry Mr. Gutierrez enlisted in the United States Marine Corps. As a Marine Reservist, he was deployed to Iraq in support of Operation Iraqi Freedom 2003. Mr. Gutierrez served one combat deployment as a Staff Sergeant/Platoon Sergeant with 4th LAR Battalion H&S Company.

Mr. Gutierrez is also an Adjunct Professor at Palomar College as an instructor in the Water Program teaching Water Distribution I and II. Additionally, he is a State of California Certified Emergency Manager with extensive experience in managing a variety of emergency situations.

Robert was hired as the Operations Manager at RMWD in 2018.
