Your monthly billing invoice will display charges for water/sewer services.  Payment is due upon receipt of your invoice.  A delinquent charge will be assessed if payment is not received by the due date shown on your billing invoice.

Important News: New Online Payment System Now Available at

The transition into the new online payment website went live in November of 2016.  The new website offers all the same great features as the prior online payment system with the added benefit of real time information.  If you were enrolled online with automatic recurring payments in the prior website (, this feature ended effectively November 27th, 2016.  If you want to continue paying automatically online, you must re-register on the new bill payment website at  You will need your new account number to register online. If you do not have that readily available, please feel free to call customer service at 760-728-1178 to obtain the information needed.

If you elect to participate in the recurring autopay program online, the amount of your water bill will be automatically deducted from your checking, savings or credit card account five days prior to the due date of bill.  The monthly water bills are sent to our customers in one of three billing cycles each month. The due dates for Cycle 1,2, and 3 are the 7th, 14th, and the 21st  of each month respectively. Therefore, the dates of the recurring payment will fall on the 2nd, 9th, and 16th of each month to avoid late charges.

One time payments are allowed in the new online website without having to register as a new user in the system.

Mail Your Payment

Mail your payment to us in the envelope provided or come to the Rainbow offices at 3707 Old Highway 395, Fallbrook, CA 92028 during regular business hours from 8 a.m. to 4:30 p.m., Monday through Friday, excluding holidays.

A payment drop box is located outside near the front gate entrance of Rainbow MWD that can be accessed 24 hours a day.  Remember to place your payment with stub in an envelope clearly labeled with your name and account number.  Please do not enclose cash.

Your payment can be automatically withdrawn from your bank account by participating in the Direct Payment Program.  This free service makes it easier to pay your water/sewer bills, eliminates the possibility of late payments and concerns when you take a vacation.  Allow 4-6 weeks for this option to be set up and take effect. Your billing invoice will clearly state when the payment will be deducted from your account.

On-line Payments

RMWD offers the option to pay your bill on-line using a secure website. You can make a one-time payment or set up recurring payments using your credit card/debit card.  After setting up an account you will receive a monthly notification email and link to login and pay your bill on-line.

Phone Payments

Additionally, you can use your personal credit card to make a payment quickly over the telephone or internet connection in conjunction with Paymentus Corp. will assess a $4.50 fee for each $500 increment. You may participate by calling 1-855-824-5682 and following the directions of the automated system. You will be asked to enter your account number.  Credit card payments may also be processed at the secure Paymentus Corp. website:
